Mr. Yuri Afanasiev is the UN Resident Coordinator and UNDP Resident Representative in India. He assumed his duties in July 2015. Prior to his current position, Mr. Afanasiev served for 10 years as the UN Resident Coordinator and UNDP Resident Representative in Bosnia and Herzegovina and in Croatia.
Before that he served in Headquarters in New York as Senior Advisor at the Regional Bureau for Europe and the CIS covering 24 countries in the region including Central Asia. He has also served as Deputy Resident Representative at UNDP in Bosnia and Herzegovina after the conflict (1997-2001) and Deputy Director for Finance and Administration at Inter Agency Procurement Services Office (IAPSO) in 1997. Mr. Afanasiev acted as Policy Officer at the Bureau for Finance and Administration (BFA) at UNDP headquarters in New York and Portfolio Management Officer at the United Nations Office for Project Services in Latin America, serving in Equador, Argentina, Uruguay and Paraguay in 1992-1996. He started his development career in Cuba, where he served from 1988 to 1990. Before joining the UN, Mr. Afanasiev was in private business.
As a standing member of the crisis response team, Mr. Afanasiev was fielded as UNDP Coordinator for the response to the Asian Tsunami in 2004-5, to Somalia in 2012 and as the Typhoon Yolanda Response Coordinator in the Philippines in 2013. In 2014 he coordinated the UN response to the Balkan floods. He has spent over 14 years in various disaster and conflict duty stations.
Mr. Afanasiev holds an MA in International Economics and Finance from the Moscow State Institute of International Relations (MGIMO). He is married with two sons and a daughter aged 19, 22 and 26.
Prof. Sukhadeo Thorat was born on July 12, 1949 in village Mahimapur, District Amravati (Maharashtra), India. He did B.A from Milind College of Arts, Aurangabad (Maharashtra), M.A. in Economics from Dr. Babasaheb Ambedkar Marathwada University, Aurangabad Maharashtra, and M.Phil/Ph.D in Economics from Jawaharlal Nehru University, New Delhi and Diploma in Economic Planning, Main School of Planning Warsaw, Poland. The University of Kalyani, Kalyani (W.B.), Avinashilingam University for Women, Coimbatore (T.N.), Fakir Mohan University, Balasore (Orissa) and Gulbarga University, Gulbara (Karnataka), Rani Durgawati University, Jabalpur, Karnataka State Open University, Mysore honoured him by conferring D.Litt on 26.04.2007 and 01.09.2007, 23.02.2008, 06.07.2008, 14.10.2008 and 06.3.2009 respectively.
Areas of Research: Agricultural Development, Rural Poverty, Institution and Economic Growth, Problems of Marginalized Groups, Economics of Caste System, Caste Discrimination and Poverty, Human Development, Human Rights Issue, Thoughts of Ambedkar, Slums, Education etc.

He was elected President, Indian Econometric Society 2002-03. He has been continuously listed in Marquis‘ International Who’s Who for the last 15 years. For his outstanding contributions to research and teaching of Economics in India, he was awarded the UGC Pranavanad Saraswati Award for Best Teacher in Economics, 2004
He has published the following book with the Oxford University Presss, India Econometrics : Theoretical Foundations and Empirical Perspectives
He has also edited/co-edited 7 volumes including India Development Report 2011
He is Managing Editor of Journal of Quantitative Economics and a Co-editor of Money & Finance in Emerging Market Economies
